- Applied survey-weighted descriptive and microeconometric methods, including earnings models, selection correction, decomposition, and matching-based approaches.
- Produced reproducible tables, figures, and analytical inputs connecting microdata evidence to policy recommendations.
Results and significance
The analysis informed the 2026 Economic Update’s account of the barriers connecting education, gender, employment, and economic opportunity.

Reforming the national public-policy system

Contribution
- Reviewed 44 national policies across 16 ministries, departments, and agencies, supported by institutional analysis, consultation, and international benchmarking.
- Served as lead author of the Policy Framework Diagnostic Report and National Policy Development Handbook, including tools for appraisal, engagement, evidence use, implementation, monitoring, and evaluation.
- Developed the Integrated Development Framework, linking the long-term National Vision to development plans, sector policies, institutional strategic plans, and annual work plans, with ownership and review mechanisms at each level.
- Provided technical assistance to public institutions and delivered training in evidence-informed and results-based policymaking to more than 100 officials.
- Supported validation, institutional adoption, and Cabinet approval of the handbook as the national guide for policy development.
Results and significance
The reform produced a diagnostic covering 44 policies across 16 institutions, a government-wide planning architecture, and a handbook that Cabinet approved as the national guide for policy development.

Public-sector compensation and payroll analysis
Lead technical analyst

- Reviewed two years of monthly payroll and wage-bill data to identify expenditure patterns, anomalies, and weaknesses in payroll controls.
- Developed an automated script for recurring payroll checks and identified a fragmented allowance structure that complicated oversight.
- Modelled alternative salary adjustments, including wage-bill costs, personal income-tax effects, and the organisational costs of continued real-wage erosion.
- Prepared analytical inputs for government discussions with the International Monetary Fund.
Results and significance
The analysis informed government negotiations with the IMF. Those negotiations subsequently resulted in salary increases of approximately 60–100% for lower-paid civil servants; the analysis was one input to that outcome.

Digital decision tools for the Presidency

- Developed a concept and implementation approach for digitalising priority Cabinet and Office of the President processes.
- Designed and deployed an Executive Council Dashboard combining ministry submissions on inflation, food stocks, government revenue, expenditure, and related indicators.
- Designed and deployed a Project Tracker dashboard for monitoring and scoring implementation progress across priority national projects.
Results and significance
Both dashboards were deployed for internal government use: one supported monthly Economic Council discussions, while the other supported monitoring of priority projects for the Delivery Forum.

Climate resilience and adaptation evaluations

- Contributed to a phased-rollout evaluation of clean-cooking solutions in Nepal and survey instruments covering household welfare and gender.
- Managed and analysed project and survey data for a sustainable-landscapes evaluation in Madagascar.
- Developed a quasi-experimental evaluation approach for a climate-information programme in Vanuatu and contributed to the GCF’s Second Performance Review.
Results and significance
The evaluation work supported learning across three climate-resilience programmes and contributed to the fund’s second performance review.

Evidence reviews on women’s empowerment and water systems

- Supported technical review and quality assurance for the evidence review on women’s empowerment, including consistency checks and synthesis of findings.
- Developed presentation and visual materials that translated the review’s findings for dissemination and learning.
- Helped define the analytical scope of the water-systems evidence review and drafted its terms of reference, including technical requirements, deliverables, and evaluation criteria.
Results and significance
The work produced reviewed analytical outputs and dissemination materials for the women’s-empowerment review, together with a defined scope and terms of reference for the water-systems review.

Results and significance
The field and quality-assurance systems supported a nationally representative longitudinal survey and the effective supervision of more than 200 field staff.

Results and significance
Across the three studies, the work established practical field systems for staff supervision, protocol compliance, CAPI-based collection, and continuous review of incoming data.
